Let’s go way out on a fragile limb and assume the GOP SAVE act real purpose is to protect elections.
Their reasoning is suspect at best but let’s offer an alternative bill, “SOVR Act”.
Send Out Voter Registrations Act
Combined with states data, the federal government knows who or can identify is a citizen already. They know where you live.
Birth records are kept at the state and county level, not in one federal database. A 2019 executive order acknowledged this gap, noting that Census Bureau administrative records at the time could determine citizenship status for about 90% of the population.
In 2025, USCIS linked data from the Social Security Administration into the SAVE system, allowing officials for the first time to check the citizenship of many U.S.-born citizens using a name, date of birth, and Social Security number. By August 2025, over 33 million voters had been run through this system.
Electronic Verification of Vital Events service
https://www.naphsis.org/evve/ provides a system to query Secure Identity Verification from the Official Source Only Texas and New York do NOT participate.
Federal and Most states use this service to verify identity including births and deaths.
How It Works
When an agency needs to verify someone’s birth or death information, it submits a request through EVVE. The system securely routes that request to the issuing jurisdiction, checks it against the official vital records database, and returns a simple confirmation or denial within seconds. No PII data is stored in the EVVE system, and all transmissions are encrypted and protected.
By all indications our government ALREADY knows with at least 90% certainty who is a citizen.
The EVVE service could be tapped to make this certification in an encrypted communication time of registration. Since our own governments already subscribe, use and apparently trust their services, why is the even a SAVE act? When someone goes to register, their citizenship statutes can be verified in minutes.
Better still. Governments, state and local, should just use their huge data resources to confirm and register every citizen to vote automatically. If they want, the can add a voter ID to state issued ID and license.
